CMOS, colons, and Tor

Did you know that Tor Publishing does not follow the Chicago Manual of Style's rule for capitalization after a colon? (CMOS 6.64)

Yes, I kid you not! I was floored! They actually capitalize the first word after a colon! I am shocked! Completely shocked!
*shakes head and walks away muttering about what this world is coming to*
